Deprecate cement.core.interface.list() #376

With the changes in Issue #311 the use of cement.core.interface.list() is not forward compatible, and breaks when CementApp.Meta.use_backend_globals == False (See Issue #366). This function should be deprecated as it has no access to the app, and can not use new builtin hooks/handlers.
