Add a standard cache handler interface #97

Having a local caching capability will be awesome. A simple key/value store interface:

[base]
cache_handler = 'memcached'

[cache]
expire_time = 30
server_list = server1.example.com:11211, server2.example.com:11211

Determine cache based on a) the command that is called and b) the arguments. More or less... the key could be a hash of sys.argv ... if the hash/key matches then return the cache data, otherwise process the request and then cache data.
