ARM support (Apple Silicon/M1 Macs, AWS Graviton, ... Raspberry Pi)

2021.3 included preview-level support for ARM platforms. We've progressed this in the 2021.4 milestone to a level that we're sufficiently confident in, and we'll now offer Seq on ARM as a supported platform 🎉
