This should be based upon http://arxiv.org/abs/1207.1406

A good way forward would be to use https://github.com/dirko/hacrf_sparse_cpp as a reference.

This should be implemented in cython.

Really feeling the need for this in the address matching case.

The difference between 58th St and 59th St should be much greater than Michigen Ave and Michigan Ave.

Now that @cathydeng and I have some experience with CRFs we may want take this up.
