Failed test 'no (unexpected) warnings ...' (without Cookie::Baker::XS?) #7

On some of my smoker systems the test suite fails:

Output from '/usr/bin/make test':

PERL_DL_NONLAZY=1 "/usr/perl5.16.3t/bin/perl" "-MExtUtils::Command::MM" "-MTest::Harness" "-e" "undef *Test::Harness::Switches; test_harness(0, 'blib/lib', 'blib/arch')" t/*.t
Cookie::Baker::XS 0.10 is require. fallback to PP version at /usr/perl5.16.3t/lib/site_perl/5.16.3/Cookie/Baker.pm line 17.

#   Failed test 'no (unexpected) warnings (via done_testing)'
#   at t/01_basic.t line 96.
# Looks like you failed 1 test of 53.
t/01_basic.t ...................... 
... (etc) ...

Maybe this happens if Cookie::Baker::XS is too old, or not installed at all.

A similar failure happens if WWW::Form::UrlEncoded::XS is too old or uninstalled:

WWW::Form::UrlEncoded::XS 0.25 is require. fallback to PP version at /opt/perl-5.20.3/lib/site_perl/5.20.3/x86_64-linux/WWW/Form/UrlEncoded.pm line 17.

Dubious, test returned 1 (wstat 256, 0x100)

im currently trying to figure out if that is an upstream/3rd-party issue or mine :)

I see you submitted an issue that appears connected some years ago: kazeburo/WWW-Form-UrlEncoded#3

this is the line causing the FAIL: https://metacpan.org/source/KAZEBURO/WWW-Form-UrlEncoded-0.26/Build.PL#L34 (according to daxim on irc)

anyways, i submitted an issue myself: kazeburo/WWW-Form-UrlEncoded#9
