Use webpack.config.js instead of webpack.extend

Rather than using the webpack.extend key in theme-packer.config.js, users might prefer to use webpack.config.js. The config could attempt to read such a file, and if it doesn't exist simply substitute an empty config to be passed to webpack-merge.
