Consider targeting VC 2.0 data model?

Consider targeting VC 2.0 data model because:

• Much cleaner and close to final form
• Allows use of related resources, which might be a good way to express referenced assertions
• JSON-LD in VC 2.0 doesn't require namespacing
• VC 2.0 has much stronger mechanisms for cryptographic proofs and (unlinkable) selective disclosure that we might want to adopt
• VC 2.0 adds new sections on NIST-approved cryptography
• VC 2.0 allows multiple proofs

Discussed in 20 February 2024 meeting. @OR13 offered to ask for more clarification on status of VC 2.0 and what remains likely to change.

Closing. PR #60, which creates the 1.x draft that introduces W3C VC as a credential mechanism, has been completely re-written in terms of VC 2.0.
