va-accordion is not 508 compliant

The DST received a report that defects were reported against the va-accordion header/title.
Details about this are in this ticket: department-of-veterans-affairs/vets-design-system-documentation#1352

Per 508 feedback:
Not to hear the accordion header/title be read back as "...heading level 2". (There is no h2 on the page for "Outpatient Mental Health (502)")

Reproducing
Component Library version: 12.1.0
Formation version: 7.0.2
Web Components version: 4.15.0
Device: HP Elitebook
Browser: Edge, Chrome
Steps to reproduce:

Add the va-accordion to a page
Use a screen reader (JAWS) and tab to accordion item.
Listen for the name of the accordion header and note that screen reader reads out "...heading level 2"
