As a VFEP: developer
I want to: Remove the coding that automatically sends a confirmation email when the form is submitted. The VA notify team will continue to send confirmation emails.
So that: the emails are no longer automatically sent from our code
Acceptance Criteria: When a 22-10203 form is submitted, an email does not automatically get sent

Technical Details:
wrap in a feature flag until EDU Team approves.

Definition of Done:
