  1. Fixes/cleanup of built-in Tagbar and ctags config

      - Regexes accommodate `override` on methods, vals, and vars.
      - Fix kind label mismatches with our provided Tagbar config. Fixes
        some kinds like case classes and values/variables simply not showing
        up in Tagbar even though the tags generation supports them.
        Changed some of the labels to what seem to me like more logical
      - Drop the `kind2scope`/`scope2kind` Tagbar settings. They're only
        really meaningful if the ctags generation supports scopes, which an
        exuberant ctags langdef for Scala does not. These can be added back
        with appropriate values for a tool that supports scopes, like
        sctags. Removing them for now results in better grouping in Tagbar.
    Hat tip to @luben on #104 for prompting me to take notice of how wonky
    the configs taken from the Tagbar wiki were :-)

  1. More permissive shebang detection, highlight them

    Allows for options on shebangs, like:
        #!/usr/bin/env scala -unchecked
    Or -classpath or what have you. Also will match a `scalas` executable,
    for the SBT script runner [1].

  1. Use sbt.scala multi-filetype for sbt files

    So we don't stomp on vim-sbt. This also allows other goodies to work
    without necessarily having vim-sbt installed:
      - Loading snippets for sbt from a dotted filetype-aware snippets
        plugin, like UltiSnips.
      - Disabling Syntastic for sbt filetype since the syntax check results
        are not useful.
      - Everything else you can do with FileType autocommands.

  2. Move tab settings to ftplugin. Closes #49

    Agreed that these are not usually in the indent files, typically overridden in
    `after/ftplugin` or `autocmd FileType`, so this makes that possible.
    'tabstop' is best left alone when the others are set along with 'expandtab'.

    Copping out of ‘compatible’ mode by saying we don’t support it, because
    who knows if we do?! Who runs Vim that way for real work? This might
    have to be changed if there is ever an effort to get some of this
    plugin included in Vim’s standard runtime files, but until then, this
    spares us from worrying about crap like `:h use-cpo-save`.
    Some files don’t actually currently comply with the modelines, but I
    didn’t want to introduce a bunch of re-indenting in this commit, but
    set standards going forward that match most of the current code.
