I realized the formatting NoEmptyClassBody rule overlaps with EmptyClassBlock, even though the docs aren't mentioning it. So I thought it would make sense to add this there so it's consistent with the other overlapping observations.
I also noticed the links in the overlapping observations were broken, so I'm also fixing them here.
