Release issue in dev build, version history checking failing for miniconda image in the Build and Push dev workflow (#1329)

* Update devcontainer.json, test

* Fix to remove --no-python-version-warning as its not useful anymore in Python 3.

* Revert the unnecessary devcontainer.json change
