[Universal] Unpin docker-in-docker Feature version

#728 pins docker-in-docker Feature version to changes before devcontainers/features#669.

v2.4.0 is failing docker startup 9/10 times in the universal image. It's strange that the Feature works perfectly, it is just causing issues with the universal image. See devcontainers/features#671 (comment)
