yarn 4.9.4 update related fixes

Description of changes:

• As part of PR yarn was updated to 4.9.4 in dev container images repository. This current PR is done to update yarn in CI pipelines and test scripts of javascript-node and typescript-node because there's a mismatch in yarn version installed in GH runners and containers where its globally defaulted to 1.22.22.

Changelog:

• Changes made in multiple CI build pipelines to pin yarn to 4.9.4.
• Changes made in test scripts of javascript-node and typescript-node images.
• Small change in images repository level devcontainer.json with the corepack enabler statement as it currently failing with permission denied error while launching CodeSpace on the images repository.
