Makes eoAPI services auto-restart pods when ConfigMaps change. So far ConfigMap updates don't trigger pod restarts, requiring manual intervention.
This PR Adds a checksum annotations to Deployment pod templates. When ConfigMaps change, the checksum changes, triggering automatic rolling updates.
