Create a Telemetry Data Collection notice in our README

Issue Description

Many tools have added a telemetry section to their README pointing to the standard data collection notice but this notice does not fit our needs because it's tools centric. We can modify it and add it to our README. I'm thinking the https://github.com/devfile/registry is a good place to make this update
