We shouldn't be carrying dependencies ourselves. Instead, get them
from pypi using pip (which can now be overridden to use a local mirror).
Note that our entire setup system is still weird and mouldy, and
anyone who actually wants to use this would be advised to set up
their local dev system by hand. However this shouldn't work _worse_
than previously.
