📖 Docs: More detailed desc of GITHUB_TOKEN in quickstart doc #883

What should be changed?
We recently encountered a issue #882, and we have encountered similar issues before: #779,#764, but they were never reproduced locally.
After one-on-one communication on WeChat with @congcongcode, we found that the problem lies in incomplete GITHUB_TOKEN permissions.
The description of token permissions in our quickstart doc only has an external link, and we should improve it.
