Data Elements / Indicators app misleading message

When editing an existing object using the 'Data Elements / Indicators' app introduced in 2.22 (e.g. editing a Category, Category Option, Data Element, etc.) a message is displayed saying "This object will be created with public edit and view rights".

This message may be very helpful when creating a new object, but for editing an existing object the message is confusing (the object has been created already) and may be misleading (the object may already have different rights assigned.)

Unless we can think of a more helpful message, I suggest that we just remove this message when editing an existing object.
