place and party relationships

We've got PlaceRef and PartyRef which relate Instances and Place/Party respectively, however we are lacking any means to relate Place/Party to each other, so we can have:

• a relationship between two places
• a relationship between two parties
• a relationship between a party and place

Worked on adding place and source_party to place_ref, however the "list_party_refs_by_source_party_id" did not work, the query was looking for a property not a relationship:

Interestingly the "list_party_refs_by_place_id" works fine, looks like an AshNeo4j issue since the filter queries are similar, but the resultant cypher is different.

Updated to ash_neo4j 0.2.12 with relationship source_attribute filter fix.

Now can use placeRef to relate place/party/instance to place, and partyRef to relate party/place/instance to party.
