DROID Export URI is malformed in CSV output #4

The URI exported by DROID in its CSV report is malformed and missing a forward slash, e.g.

file:/C:/DROID_TEST_SUITE/3D%20PDF/plate.pdf

This is the correct form for a URI without a hostname, as specified in RFCs 2396 and 3986. These replaced the old (1994) RFC 1738, where the additional slash would have been required. Java's File.toURI() explicitly states that it follows RFC 2396.
