Houses spawn off-road

[Warlander]

Houses in latest experimentals sometimes spawn off-road when PK Rebalancing (tested with latest GitHub version) is active. This happens most often in small cities.
I checked the following overhaul mod combinations:

• PK Rebalancing and Cataclysm++ (issue exists)
• PK Rebalancing (issue exists)
• Cataclysm++ (no issue)
• Base game (no issue)

Fix partially successful.

Now it seems to always generate one of these towns per overmap, but only when PK Rebalancing and Cataclysm++ are both active. Deactivating any or both of them makes this town no longer spawn. The city almost always seem to be disconnected from main road network.

First of all, I submitted a PR fixing unmatched brackets making it impossible to launch the game with PK Rebalancing active.

Unfortunately, bugged cities still exist when PK and Cata++ are both active.
