Remove TOC justfication for FOP #2403 #3036

Description

Removes the automatic TOC justification that was added several releases ago to address FOP formatting issues. The FOP TOC formatting has been fixed, so the justification is no longer necessary / no longer wanted.

Motivation and Context

Requested in #2403 and also in @raducoravu 's list of issues that should be given priority.

Sample files added to 2403.
