Inheriting from PlaceholderAdmin damages list view with unnecessary media #1659

Say you have something like:

class PersonAdmin(PlaceholderAdmin):
    list_filter = ('owes_me_money', 'deserves_punishment')

You'll find that the <h2>Filter</h2> that should appear in the admin above the list of filters is missing, because it has display: none; applied, and that's because the list admin has called in pages.css, quite unnecessarily.

Hamish Downer Remove pages.css from PlaceholderAdmin
It is included in PageAdmin so it is unnecessary to include in
PlaceholderAdmin - and causes issues if users have admin classes
inheriting from PlaceholderAdmin

Fixes issue #1659
