"Duplicate this page" not working without GlobalPagePermission of Add page. #6571

Summary

Use "Page -> Create Page -> Duplicate this Page" in toolbar with not superuser, 403 Forbidden error occured.

When login as superuser or user has permission of "Add page (global)" is ok, but created at top of the nodes. Not created in siblings.

No problem with New Page or New Sub Page, because attach GET param named parent_node by PageToolbar.

Expected behaviour

Not need GlobalPagePermission, and copy to siblings.

Actual behaviour

403 error occured.

Environment

  • Python version: 3.6.5
  • Django version: 1.11.17
  • django CMS version: 3.5.3
