Dump remote job ID when FabSim starts a job through a scheduler

Aim: dump the remote job ID to a file, when FabSim schedules a job. This ID could then be read in and used by FabSim to do commands such as monitoring, cancelling etc.

@dww100 As a starting point: is this roughly the feature that you were talking about this morning?

In the new qcg functionality added into FabSim3, by each job submssion, the associated jobID will be stored in the jobs database in /deploy/.jobsDB at your local machine, and this database will be used to monitoring, cancelling etc.

This is too extensive to reach by M12. We'll need different mechanisms for different schedulers.

@djgroen if you prefer, we can use the similar approach as EasyVVUQ, using SQLAlchemy instead of simple text file

I think we are doing this, at least for now. And I prefer the basic text file format. We can iterate on this later if there is demand.
