Make win32.mak usable for *everyone* without manual editing. #414

And if you need to, you can tell your command line:

> set PATH=C:\dm\bin;%PATH%

Without messing anything up for anyone else.

(Please at least consider this. It's been a big pain for a long time, and it's an 8-byte fix.)
