Hello,

I'm wondering if there is a way to add a plugin (say the Amazon CloudWatch Logs logging driver) at build time. Otherwise, when the image is started, I would need to run the docker command to download the plugin.

Is there a way to avoid this and get it included at build time?

In theory you could pre-populate /var/lib/docker/plugins, but I don't think that workflow is officially supported. I think your best bet would be to have an entrypoint either do docker plugin install at startup or use docker plugin create (https://docs.docker.com/engine/reference/commandline/plugin_create/) at startup to "create" from a rootfs/config if you wanted to predownload as much as possible into the image itself.

That being said, you probably want to subscribe to and follow moby/moby#40517.
