Addresses #282 (review)
Running patch targets while not making any changes produced resulting diffs anyway.
So after this PR the current state will be that running patch targets without making any changes does nothing actually.
Which is desired since we do not want irrelevant changes in PRs that modify a patch.
TLDR this just recreates patches.
