Config: Remove CompareServer and CompareClient settings. #10348

These don't seem to actually do anything except disabling the JIT in some combinations. I assume the functionality was removed at some point but the settings themselves weren't?

Not sure what this setting actually was supposed to be for, but removing it sounds fine. If anyone needs it later, re-adding what this PR removed is easy.

Oh hm are these set by FifoCI? Where do these rendering differences come from? e: Apparently related to #10290, so we can ignore these.
