BuildMacOSUniversalBinary: Bump minimum macOS to 10.14 #10714

Bumps the minimum required macOS version to 10.14 Mojave. This is a prerequisite to updating the Qt version on the macOS build machine to Qt 6.

Since we're going from 10.13 to 10.14 for our minimum spec, only users on 10.13 specifically will be affected by this change. According to our analytics, our number of 10.13 users is... 0.

@MayImilae The number of macOS 10.13 should be at least 1 lol. Does it drop the user if it hasn't been seen in X time?

Yea, it was a sample within a period. Also, technically I am an affected macOS user too, thanks to my macos 10.13 (soon to be 10.14) laptop that I use for checking Dolphin's min spec on macOS.

Just waiting for Apple to release an "M2" mac mini so I can ditch my hackintosh
