AdmiralCurtiss said this looked mostly fine. The INI stuff looks okay to me. @noahpistilli said it was tested to work. I confirmed it doesn't crash at least when loading the channel. |

Adds Everybody Votes Channel and Region Select to the list of channels that WiiLink supports.
The reason that there is an OnFrame patch for Region Select is because we had to patch out the RSA signature check flag in it's
nwc24dl.binentry for it to work on a real Wii.
