It seems to fix the issue for me:

d3d:
4.0-7084: 300 fps without xfb
4.0-7088: 62 fps without xfb
4.0-7099 pr2778: 300 fps without xfb

Performance Regressions Fixed on OpenGL and D3D. Thanks.

The other d3d issue mentioned in pr 2720 still exists though, where real xfb in virtual console arcade games freezes them.
