DolphinWX Config: mark JITIL as slower to remove a source of confusion

Ok, please focus your explanations on how this is not an improvement over the current situation and your suggestions on how to fix the issue of people using suboptimal settings. I'm not really interested in anything else.

I'm entirely OK with this if data on the JITIL is in fact showing that it's slower in most cases.

Having thought further about it, the wxWidgets GUI is already broken as hell, hence I'll stop worrying about it. Let's just hope DolphinQt won't end up with such messy UI design.

Merge this if you like, even though I'm not convinced that a) the original issue this is supposed to address is valid at all b) this is the correct approach to address the issue (compared to documentation and/or UI elements like tooltips).

The issue definitely is valid: JMC testing showed a lot of games being more buggy and slower. This is an objective assessment of the current JITIL state (though it would be nice if it would get some more attention and bugfixes :) ). People see "experimental" and think "faster", when this is the opposite.
