All the other CPU emulation cores do it on <= 0.

Seems to reduce/eliminate x86-64<->ARM NetPlay timebase desync at boot.

Please also update JitArm64BlockCache::WriteLinkBlock

All the other CPU emulation cores do it on <= 0.
