Invalid resource links when using `UseDownloadedResources` #862

If having <UseDownloadedResources>True</UseDownloadedResources> in web.config, script/css links generated are only working correctly on the root or top level of the application. It needs to also work in virtual directories, so Resource.Context needs to be extended to include application root path (no outside API change).
