Add downwards assembly redirects #931

WebSharper compiler tools contain only assembly redirects upwards currently. For example when using F# records/unions on the client-side from non-WS-compiled assemblies, the compiler still uses reflection. This fails when the referenced assembly uses an FSharp.Core with assembly version > 4.4.1.0, because of failed assembly binding.
