WIG doesn't fail when trying to implement rather than inherit from a class #971

The following should fail since you can only Implements interfaces, not classes, but is accepted by WIG and outputs an invalid assembly:

let T = Class "T"

let U =
    Class "U"
    |=> Implements [T]    // Should probably be `Inherits T`
