Give better error if a Bundle is missing a project reference #978

If SPA1 is a bundle project, which uses client-side functions from Library2 which internally uses Libarary1, but the latter is not a reference of SPA1, then bundling will fail because of not finding method nodes in merged metadata with the error The given key was not present in the dictionary..

This is non-descriptive, a custom error should be given that Library2 needs to be referenced.
