Have you measured what actually takes time?

Can you provide a repro project?

The only operation that "could" get stuck for 5 seconds until it times out is Dns resolution, and I suspect this is related to this issue: dotnet/runtime#81023 (comment) as we do make Dns Resolution request on every connection Open call.

More research needed, but we've seen similar reports like these recently.

I had similar issue after Microsoft.EntityFrameworkCore was updated to 10.0.0 and Microsoft.Data.SqlClient to 6.1.1 as dependency. After some research I found that workaround is to insert SQL server hostname and IP and to hosts file even though I don't use hostname in my connection string but IP address.
I think I can confirm this is name resolution related issue.
