Duplicate definition errors aren't reported when other module member has errors

This is just how things work, I don't think we regard this as a bug. There are several phases to analysis and error reporting and we don't guarantee to continue on to later phases if there are errors in previous phases

@dsyme Thanks, I could see why it does work this way now, yes. I opened this issue along with several others to have these cases recorded if anyone tries to make these phases work differently, e.g. recover in some cases and allow to run other analysis.
