Ensures Sharpie’s NuGet packing step doesn’t run in parallel with a separate build, addressing a parallel build race in the tools/sharpie packaging flow.
Changes:
- Makes the
.nupkgtarget depend on the debug build output sodotnet buildcompletes beforedotnet packruns.
