Adding ITuple to .NET Standard #628

The ITuple interface is available in .NET Core 2.0 and .NET Framework 4.7.1. Is there anything preventing it being added to .NET Standard as well? The ValueTuple itself is part of .NET Standard.

It will be considered for the next version of the standard but we don't have a timeline for it yet.

@weshaggard should we start creating issues and labeling them with something to track candidates for the next rev of .NET Standard regardless of when it may be?
