And the event viewer will log the error module path is C:\Windows\System32\ucrtbase.dll. But the first error method in WPF is wpfgfx_v0400.dll!CD3DModuleLoaderInternal::CreateD3DObjects(struct IDirect3D9 * *,struct IDirect3D9Ex * *) which will call d3d9.dll!Direct3DCreate9Ex(). And then it will faill in igd12um64xel.dll
And I think this is the Intel's issues, not the wpf's issues.
I'm just fire the issues here so you can find it if you have the same issues.

Run any wpf application in the device with Intel UHD Graphics 770 and the version of graphics card driver is 31.0.101.5186.
