The dotnet-tools feed is being moved to dotnet-eng so that dotnet-tools can be used for actual tools.

dotnet/arcade#4197

Also remove some feeds that I don't think are necessary any longer.

@mmitche - this has to be done in a way that factors in the flows/relationships between dotnet/wpf, dotnet-wpf-int and dotnet-wpf-test.

They should all be publishing to dotnet5 feeds (this happens by default for those channels now)

@vatsan-madhavan It looks like it's dotnet-wpf-test that is missing here. It looks like the asset in question was produced waaaaaaayyyy back when:

if you can just migrate that one asset/pkg to dotnet5 feed, then go for it. we'll make dotnet-wpf-test point to dotnet5 and get newer versions etc. later on.
