Call to undefined function utf8_decode() (php-xml) #78

Installing dotProject on my rPi and I just noticed that without php-xml installed if you call utf8_decode you get a fatal error:

Fatal error: Uncaught Error: Call to undefined function utf8_decode() in
/var/www/html/dotProject/modules/tasks/do_updatetask.php:15 Stack trace: #0
/var/www/html/dotProject/modules/tasks/do_updatetask.php(75): cleanText('') #1

thrown in /var/www/html/dotProject/modules/tasks/do_updatetask.php on line 15

I ran sudo apt install php-xml and it immediately fixed the problem.

A check should be added to the install script for php-xml.
