Invalid URL using + from DTA Manager - Win7 x64 FF 47.0.1 DTA cur ver (batch mode or any url) #218

Firefox 47.0.1 ESR Portable, English, Windows 7 Pro SP1 + "SP2" x64
URL should be Added from DTA Manager screen and final download window should appear.
Red outline appears around URL to download. Neither Start or Add Paused will advance to final download window.
Steps To Reproduce
No URLs, batch or otherwise will add using the + button in DTA Manager.
The batch url syntax is correct and the url runs in other FF versions and the same exact browser cloned install on XP with the same ver of DTA and and earlier ver. of DTA also.

The URL shown also adds and runs in Firefox 28.0b9 on XP SP2 using DTA 188.8.131.52-signed.1-let-fixed
The URL shown also adds and runs in Firefox 47.0.1 ESR Portable browser on this Win7 machine with DTA 2.0.19.
The problem appears to exist in 3.0.8 and the cur Nightly version for Apr10-17 (not Trunk nightly.) and seems not to be strictly just a Win7 or browser ver. specific issue but something in those DTA versions having to do with URL parsing.
To be sure this has nothing to do with this Portable browser being cloned from an XP machine (everything else works fine and that's a lot.), I removed DTA 3.0.8 from Win6 FF 47.0.1 and restarted FF and Added 3.0.8 again and tested again, and no diff. URL fails in the same way.
I use Avira 15 but it is not set to be aggressive. I run a non MS Firewall and do not consider it to be an issue here.
I see 2 Services referred to as undefined in the log. One is clipboard related. I used Input Director on both machines in question (key mouse screen sharing) but the clipboard is fine. I know nothing of any fixup Service. I do keep the MS Scripting Engine disabled in case that might be related but I do that on both machines in question. Maybe there is Service required by 3.0.8 and up I have disabled in the Win7 machine but not in XP.
