$title doesn't work in LateX header (Origin: bugzilla #172072) #1527

Other information:
I'm generating pdflatex output, so I actually edited header.txt to include all
the preamble necessary for pdftex, but it shouldn't make any difference. (I'll
file another bug about not being able to generate a pdflatex header.)
