On Cygwin, using either

make install

./configure --prefix /usr/local
make install

I observe

$ make install
/usr/bin/install -d //usr/local/bin
/usr/bin/install: cannot create directory `//usr': No such file or directory
make: *** [install] Error 1

The extra slash before /usr/local/bin causes problems.

I can work around the problem with

./configure --prefix usr/local

This bug was previously marked ASSIGNED, which means it should be fixed in
doxygen version 1.8.6. Please verify if this is indeed the case. Reopen the
bug if you think it is not fixed and please include any additional information
that you think can be relevant (preferrably in the form of a self-contained example).
