Can't scroll using finger documentation in Chrome browser on Android OS (Origin: bugzilla #769028) #6035

In Chrome browser's Development Tool (Ctrl+Shift+I) you can switch to "Device mode" (Ctrl+Shift+M). The cursor is circle instead of the regular arrow. In such mode mouse's click emulates touch.

On the page with touch scrolling is possible.
On scrolling is possible during loading and rendering the page. After the page is fully rendered scrolling is not working any more.

I've just checked it with Chrome on MS Windows.
